Tahun
1960-an merupakan titik balik lain bagi profesi ini. Dalam banyak hal,
kerusuhan tahun 1960-an menyentuh semua institusi sosial, termasuk pekerjaan
sosial dan kesejahteraan sosial.
Salah
seorang aktivis pada periode ini, Whitney Young (1921-1971), memulai karir
profesionalnya di Minnesota Urban League setelah meraih S2 Pekerjaan Sosial
dari Universitas Minnesota.
Pada
saat kematiannya, ia adalah direktur eksekutif National Urban League. Sebagai
seorang profesor pekerjaan sosial, ia mengajar di Universitas Nebraska,
Universitas Creighton, dan dekan Fakultas Pekerjaan Sosial di Universitas
Atlanta.
Sebagai
pemimpin dalam profesi pekerjaan sosial, Young adalah ketua National Conference
on Social Welfare (1965) dan NASW (1966).
Ia
menerima pengakuan nasional atas kegiatan-kegiatannya yang berkaitan dengan
hak-hak sipil ketika Presiden Lyndon Johnson menganugerahkannya Medali
Kebebasan pada tahun 1969 (Peebles-Wilkins, 1995b, dalam DuBois & Miley,
2005: 41).
Young
memberitahukan kepada para praktisioner di Konferensi Nasional Kesejahteraan
Sosial itu bahwa pekerjaan sosial telah kehilangan semangat untuk mendukung
reformasi sosial dalam siaran persnya untuk mencapai status profesional.
Ia
menantang “profesi untuk menuntut kembali warisan yang hilang para
pendahulunya” (Trattner, 1999, h. 311).
